Helen is a graduate of the University of Texas, the University of Houston Law Center, member of the Administrative and Public Law and Environmental and Natural Resources Sections of the State Bar of Texas, former Water Quality Development editor of the Texas Environmental Law Journal, lobbyist, expert witness, and mediator. She practices in the areas of Administrative, Water and Utility, and Environmental Law.
