For over 25 years, Helen Gilbert has successfully represented every segment engaged in environmental law and policy – private sector businesses, political subdivisions, public interest advocacy groups and Texas state agencies. This unique understanding of her clients’ perspectives gives her the ability to represent their different positions effectively.

Helen is committed to ensuring that a client’s facility is legal, scientifically sound, and protective of the environment, while not breaking the bank. From fledgling small businesses to award-winning Fortune 500 companies, at the transactional level or in litigation, Helen assists her clients to become both environmentally sound and economically thriving.

Helen is a graduate of the University of Texas, the University of Houston Law Center, member of the Administrative and Public Law and Environmental and Natural Resources Sections of the State Bar of Texas, former Water Quality Development editor of the Texas Environmental Law Journal, lobbyist, expert witness, and mediator. She practices in the areas of Administrative, Water and Utility, and Environmental Law.
